Even though Fusaro reported CCRF exercised no editorial control of the paper, the e-mails between Fusaro and Miller show that Miller not just edited and revised very early drafts of Fusaro and Cirillo’s paper and proposed sources, but additionally published whole paragraphs that went in to the completed paper almost verbatim.
For instance, on 5, 2011, Miller wrote to Fusaro and Cirillo with a suggested change and offered to “write something up” october:
